A group of legal/religious powerful Jews were trying to trap Jesus into speaking against the Roman government's taxes and get in trouble with the Romans, or speak for the taxes and anger the Jews. So pay taxes ok = angry mob of Jews, pay taxes as a no-no, incite the Romans for not paying their tribute.

Here's what Jesus said (paraphrased in my human words), Take out a Roman coin. Whose profile is on it? (Roman Emperor Cesar). So they said, "Cesar" Then Jesus said, "Give to Cesar what is Cesar's and give to God what is God's." This blows my mind every time.
